The requested flow operation was prohibited by security rules.

I Have tried to raise a request for a catalog item.
I have itil role and the for the requested for person dosen't have any role.
But the task was not got generated and in the flow execution properties requested flow operation was prohibited by security rules.
I have checked the properties it is run as system user only.

Ho sorry just saw you already changed the Run as, Can you double check the flow context Run As once?

Ensure Flow Runs As => System User

Seems the user under whose session the flow is running doesn't have proper access
