Unable to access Mobile app builder application. It says unauthorized access even though I have admin access in the instance. I checked the plugins related to mobile builder are active. The role for the mobile builder application - "delegated developer" is also present still cant access the application.

Try to access from Incognito mode or InPrivate Window of a browser. Try to clear cache by using /cache.do
https://<instance-name>.service-now.com/cache.do
Exceute gs.invalidateCache(); from Scripts Background
If it does not work, check plugins are updated to latest version and repair it if it is already in latest version.
If nothing works, in a worst case scenario, release the PDI and get a new one.

ideally if you are admin you should be able to access the mobile app builder
