Unable to see the Page options and menu

I am unable to see my Page menu  when I am creating a new page in the UI builder within an experience . Please find my attached screenshot in dev instance . For reference i can see in the learning instance how pages menus is displayed . I am using Washington dc version and even the screenshot are of Washington dc version . Can someone please help me in navigation for it .
