Strategic Implementation Roadmapping for the Public Sector

One of the most common pitfalls in ServiceNow implementations is the "Big Bang" failure—which is attempting to go live with everything at once, only to be stalled by security gates or user resistance. For the Australian Federal Government, the timeline is as much about Governance as it is about Development.

Building the "Government-Ready" Roadmap

When I mentor my team of CTAs or colleagues on developing timelines for a tender or an Executive briefing, I insist on a "Value-First, Risk-Later" approach. A typical CMA-led roadmap for a large agency looks like this:

 

  • Phase 1: The Foundation (Months 1-3): Establishing the SPP instance, configuring Identity (SSO), and populating the CMDB. Without a clean CMDB, AI and Automation will fail. We also use this time for the initial IRAP assessment and Security Hardening.
  • Phase 2: Core Service Excellence (Months 3-9): Implementing ITSM or CSM. This provides immediate visibility to the Executives and proves the platform's value. We focus on high-volume, low-complexity processes to build momentum.
  • Phase 3: The Transformation Layer (Months 9-18): This is where we introduce AI, HRSD, or Integrated Risk Management (IRM). By this point, the agency is comfortable with the platform, and the security ‘Authority-To-Operate’ is already in place.

* Now that the ServiceNow platform be transitioning to ServiceNow AI platform, AI will become embedded from Phase 1.

Defending the Timeline to Executives

Executives often want "everything by Christmas." As a CMA, my role is to provide the "Architectural Reality." We use the Now Create methodology to show that a compressed timeline increases technical debt and security risk. We explain that a "Phased Approach" allows for Change Management to take hold, ensuring that the agency’s staff actually adopt the new system.

 

By presenting a roadmap that incorporates Gateway Reviews, UAT (User Acceptance Testing), and Security Accreditations, we build a narrative of "Controlled Velocity." We aren't just delivering software; we are delivering a sustainable digital transformation that will stand up to the scrutiny of the Auditor-General.
