Where do we need to define the support group ?

Hello,
We are doing tag based service mapping
We are wondering where do we need to fill suppor group information, is it better to have the support group as a tag ate the resource level OR fill the support group at the application service level ?
What are the best practices to manage support groups

We are in the process of following the same path, I just completed one of the trainings and I was presented a plug-in, Tag Governance, take a look at that.
You can define the support group as a required tag at the application level and create the rules with Tag Governance to make sure all applications have a support group assigned.

But why finally we need support group as a tag if we can configure it at the CI level or at the service offering level ?

it strongly depends on how is your company organised. If you ask several clients, you will most likely get different answers. There is no general approach considered good any everything else is bad, rather this shall be taiolred to meet the requirements.
But if you want to create relationship, in the CMDB tables, you have the ootb fields for Support, Approval and Change groups:
