Your instance is under maintenance by the ServiceNow team. It will automatically come online after the maintenance completes. Have to wait till the maintenance is completed usually(6-8)hours. https://www.servicenow.com/success/extend/instance-performance-administration/stage3.html

Once this completes service will be restored and your instance will be ready for use again
It will automatically come online, after the maintenance completes
