There have been multiple posts/Questions about PDI going offline.Unfortunatly there is no resolution for that as of now. Its a Known issue these days. Instance help is no longer monitored by servicenow anymore.None of the solutions are working now....

We have enabled the restore via self service. Follow the below steps to restore your old instance. Login to developer portal > go to Manage > Instance > Click Restore. Regards, Kamini Kansal
