In Service Operation Workspace I'm unable to see all chage models on interceptor

In Experiences for chrome tab given the below configuration ,

i have admin role when i see all are visible when i impersonate to check with other persons who has itil role for those it's not visible. if i search with normal keyword normal change model tile is coming i f i search with emergency emrgency change tile is visible on sow change incterceptor. how we can make visible for itil users ?
