Standard change new template

I want to create a new standard change template how can I do that guide me with the steps to follow

Navigate to the Standard Change Catalog, and at the bottom is a link for Template Management.

While submitting the request approval it’s showing no approver present how can I configure approvers please guide thank you

By default, I believe the Standard changes are approved by the members of the CAB approver group
