Delivery Address and Special Instruction keep refreshing

Service Catalog - Two Step Checkout - Delivery Address and Special Instruction keep refreshing or going back to the default.

When I changed the Delivery Address and added Special instruction and then delete an item or go back to update an item, the address and special instruction keep going back to the default value.

How can I stop doing that? Is this an ACL issue? When I login as Admin it doesn't refresh, the system keeps the changes/updates that I made.

Please assist.

This was an ACL issue. I removed the condition on the sc_cart*   (write) Access Control.
