That's the expected Behavior as per OOTB.

I wanted both the options, remove pagination count button to be checked and add all button not to gray out, so what will be the solution for that?

I'd go to Support for this one. There may be a technical limitation that precludes the All button from working, but it doesn't seem like there should be.
