Business rule 'Check service name uniqueness' is on Application Service [cmdb_ci_service_auto] table

Hello Folks,

Need your help on below.

Business rule 'Check service name uniqueness' is on Application Service [cmdb_ci_service_auto] table.

In the Utah release instance, the given business rule is now targeting the Application Service [cmdb_ci_service_auto] & In the previous release (Example- Tokyo), it checked on the [cmdb_ci_service] class/table.

Question-
Is there a reason why we moved the business rule-name check from the parent class to the child class in the hierarchy? and

What can be done to ensure that 'service CI' names are unique, for example, Technical Service & Business Service? Can you explain how this will enable users and platform processes to pick 'correct service ci' either a manual or API interface?

Thanks in advance.
