Can end user (no license) update owned CIs?

Hi Community,
Can you advise if below scenario is licensing breach from ServiceNow perspective?
I have end users (no roles) which act as a owners for some of the CMDB classes, for example Business App. I'm adding an ACL that allows them to WRITE on the classes where they are set as owners. 2-3 editable fields and 1-2 UI Actions change state, retire etc.. All of the actions are performed from Service Portal through Table widgets.
I know that I can achieve all actions with catalog items and SN representative should be a go to person. I'm just curious if that is something ServiceNow would have an issue with.

Hi Dominik,
The rule of thumb we've always used is that VIEWING information does not require a license while CREATING information in the system does. The exception to this rule is automated accounts that use integration with other applications or back-end scripts to populate data does not require a license.
