GIVEN that I am a user with portfolio_editor or portfolio_admin role assigned
WHEN I create a new Service in cmdb_ci_service table and/or Service Offering in service_offering table
THEN I should NOT be able to assign user without service_editor role as a "Owned By". "Managed by",
"Delegate" in cmdb_ci_service and service_offering table.. any idea  how we can achieve this ..
