Create a CMDB remediation rule

On Zurich version, I can't find any way to create a classic workflow in order to configure a CMDB remediation rule as it requires a workflow referencing the wf_workflow table not the flow designer.
Any clue?

Great, what happens when u click on "new workflow" ?
on my instance it redirects me to Flow Designer

You need to use Flow Designer now. ServiceNow recommends it because it offers many reusable components and a low-code approach.

I want to use the flow designer, but the issue that Remediation Rule does not reference its workflows, only wf_workflow table
