Dashboard widget for tracking CI deployment, decommission

I'm trying to come up with a dashboard that reflects day-to-day type of activities to help the CAB and change managers get more in sync with the CMDB. One widget I'd like to add is one that shows a count of CIs that have been moved to the deployed (or some active state to be decided upon) and another to show the count of CIs that have been moved to inactive or taken off line. My guess is that this will need some metrics first since I don't recall a way to check status state transitions without a metric, but has anyone done something like this before or have any suggestions?

Metrics can be used on CI State, you can check the OOTB incident metric and you will get an idea.
