Data Manager Policies - Table Access Needed to Edit Certification Values?

Hi everyone,
I'm experimenting with data manager policies to create a new certification policy. In order to accept record edits from assigned users, does the user require write access to the targeted table?
For instance, a user with read access to cmdb_ci is assigned a certification for a cmdb_ci record. The option to ALLOW updates within the policy is marked as true. Can the user still make edits to the certified record even though they typically only have read access?
My testing seems to indicate that they CANNOT edit despite updates being allowed within the policy. I just wanted to verify that this is the case and I am not missing something before granting additional roles to users.

No, a user must have the target table access else anyone can update any record inback of certification task
