Hello Joshua,

I will apply that criteri over categories or items instead entire catalog, you can use items or categories related list 'Avaliable for' / 'Not avaliable for' for achieving this: https://docs.servicenow.com/bundle/vancouver-servicenow-platform/page/product/service-catalog-manage...

Create new relation and Inside you will be able to configure this, for users, group, roles, etc...:
