In ITSM, I update the CMDB with a service request from the service portal. I can update CMDBs other than the one I own, but is this a violation of the license? I assume that the requester, BSH, will make the request.

practically you are 100% correct , but OOTB SN did not add any validation, which means any user can raise request for any CI / Service.
