Manage attachments blocked after status = New

I need that in a record in the change table the files attached at creation cannot be removed or replaced after the state = New.
How can I do this?

I would suggest check this is working as expected on all different ui, 

Classic, workspaces etc. 

Since this is a client side control you need to check that.
