Relative Operator in Filter Condition

Hello,

Is with Relative Operator, if we select After or Before so does it mean by default gives filter conditions as (on or before) & (on or after)

If not, then please guide how we can achieve this (on or before) & (on or after)

Relative doesn't have on or before but simply has Before/After
