sys_user_has_role table contains empty roles

Yes there are roles (even oob) contains empty roles. example take this role - ui_builder_admin this contains an empty role, so if user got the builder admin, they will inherit this empty role aswell.

Before taking any action, consult once with ServiceNow. Because I see some ACls also has empty roles coupled in. So better to be sure before making changes.

Thats not correct info you are giving. The contains is NOT empty. It contains a sys_id. So it's something else, the related record perhaps deleted, the related record perhaps no read rights for, etc.. Though empty: wrong info.
