I am Unable to discover IBM Data Power Appliances in ServiceNow. When I run a quick discovery on IP getting an error as "SNMP probe timed out. Target is either unreachable or there are no valid credentials for it.". I have tried creating a new SNMP Community (password only). The password I used is the same as SNMP V2C community password. How I can troubleshoot the issue ?

You definitely need to start with getting an SNMP connection. This articel is one of my go-tos for that scenario: SNMP Discovery Troubleshooting - Support and Troubleshooting.
Also make sure you're prepared for the next step with applicative credentials as noted in the documentation: IBM WebSphere DataPower discovery.
