From a P3/P4 incident ticket create a Problem ticket from the Problem tab
Details from the incident ticket did not to carry into the problem ticket

Please check whether there are any custom business rules, UI actions, or field mapping configurations controlling the Problem creation process. You can also review the “Create Problem” UI action/script to confirm which fields are being copied from Incident to Problem.
