How do a quote moves through each state- In review/ Pending customer acceptance/ Accepted ?

Hi, I have a doubt on the quote state flow, how does the quote moves through each state, Is it like first the review is for internal user and then it is send for the customer (Pending customer acceptance state) and when the customer accepts ( Accepted state) . Is there any condition when the quote doesn't require the internal approval. Does the State goes to review after internal approval and vice versa or is there a specific sequence in the state flow?

The OOTB Process Flow is Draft → Review → Pending Customer Acceptance → Accepted.
