is business application mandatory as per CSDM?

Hi Dear All,
I'm bit confused about CSDM between business application and Technical Service. We are validating the business application in our organization, but most of the cases business application is not there. They are saying that all the applications or product they use are mainly used by Technical teams , not Business users. If they change the class of Technical Service to Business Application then how we will be able distinguish between technical Applications or Business Applications.
But as per Application owners, they are saying that why Business Application is mandatory if Technical Service already there in ServiceNow. Yes this is Technical Service not business application, they help in dataflow between multiple applications.
Can anyone help on this? Do we really need business application as per CSDM 4.0 if its not there in ServiceNow? if yes then why?
Its very important for me to understand the CSDM process.

Hi Mehak,
Barry mentioned that business app is not mandatory for operational metrics, that doesn't mean business apps are not mandatory on whole. you can't realize business capabilities without having business apps in enterprise. I don't visualise a Org without business capability as their fundamentals are capabilities. you can explore Biz apps significance more when you enable APM and play around with it.

Hi Mehak,
Business Applications are not mandatory for operational use cases (ITSM/ITOM).
If you have use cases for compliance, security, TCO, then the Business Applications are used. The operational work information rolls up/consolidates up to the Business Application level, and the Owners of the Business Applications can consume that information via eg TPM. (Technology Portfolio Management).

Thanks Barry, Sorry I have two more questions.
1) As per below diagram CSDM 4.0 , business application under Design phase , and if Business Applications are not mandatory then Business capabilities also not required. If yes, then what is the purpose of Design phase?
2) Also I was thinking if Business Applications are not mandatory then can use Technical Service as it is? So what about technical Service relationships? As I can see Application Service is parent of Technical Service so we need to validate all relationships under application Service? Pls correct me If I'm wrong.
