May I know from how many days you are facing this issue?
Please try to logout and login in https://developer.servicenow.com/dev.do. If it's not working even after ~24 hours, then request a new instance. We don't have any support for PDI issues.

Hi @ReyesC
If more than 24 hours have passed and your instance has not waken up, I recommend releasing the instance and requesting a fresh PDI.
As you’re aware, there is no support available for PDI instances.
