policy exception appllicable only to issues

Ui policy work for my requirement  when I impersonate compliance user so field source type on policy exception form only allow me to select issue when i create a record for that and also i should not able to create policy exception from policy, control and control objectvies only allow from policy exception related list creation of issue workspace and deafult view both
