Hi @NidamarthiP,
This is a function of the service portfolio (Phase and Status fields).
Please review the associated Service Offering Business Rule "Validate parent's operational state" to understand how the functionality is managed.
If the Parent state is operational, then it could be the life cycle values that are out of sync, which they will be if you have not yet activated life cycle mapping. It could also relate to the Phase value of the Service, which must be "Catalog".

Hi Mathew,
This error is coming when trying to create new service offerings though, and we don't set the Phase value at the time of insert. Also, what do you mean by activating life cycle mapping?
