when an user create high priority ticket it should go for approval. How to acheive this?

Depends what you mean by "Ticket", but flow designer makes this pretty easy.
Just use the approval flow action.

Makes zero sense from a process perspective.
Priority should be based on solid definitions of Impact and Priority and not "approved"
But if it must happen, just use a Flow with an Approval activity.
