You cannot exports all reports from UI unless you have created any custom UI action.
Reports are records in a table and when you export list view you will get details of reports created [report name, created by, table etc.,] but will not give export of actual report configured. This is expected out of box behavior and would recommend to use the function as designed.
If you need customization, you can try creating a custom UI action with permissions to only specific roles. Check logged in user, check reports shared with them as part of group membership, glide into each report and export the reports and download as zip file. This will create unnecessary customization & technical debt and would not recommend doing it.
