How to make "delete" button in Hamburger menu grey (disabled) in RITMs.

I would like to grey out (disable) the "delete" button in the hamburger menu in RITMs. I need to do this for all the State other than Pending state. 

Could someone show me the steps to do this. Screenshots will help alot.
