navigate to https://developer.servicenow.com/dev.do#!/manage-instance and click the Refresh button:

Hi @AnuradhaV
If your Personal Developer Instance (PDI) is showing as offline, it is usually due to
extended hibernation
OR
scheduled server maintenance.
Will suggest you wait patiently for couple of days. If still its not waked up, release the instance and request a new one .
If your your Servicenow Developer PDI has been stuck in a "launching," "waking up" or not getting online state for more than 24 hours, then I will advice you to release the instance and request a new one .
As you know there is no support available for PDI.
