Knowledge Article Best Practices

There are a few business requirements I'm seeking best practice guidance around:

1. Show expired KB articles past expiration.  A banner message will indicate the message has expired.  I understand this deviates from OOB behavior and could have an impact on support and/or upgrades, is the recommendation not to alter this behavior?

2. Create top-level KB categories based on whether the article is related to an app that is Under Evaluation, Implementing, Pilot, Active, Under Decommissioning, Legal Hold, Decommissioned.  Just looking for some general thought around this.  If something is decommissioned, the article should be expired which could be impacted by #1.
