Locked Out field missing form user form

I've found an issuew whereby our support users are unable to see the Locked out checkbox on any users form however anyone with Admin roles can. There are no background ACLs, rules etc. related to that variable that I can see.

Any suggestons on why this is happening? screenshot examples attached

This isn't out of box behaviour, so you must have an ACL, Client Script, UI Policy or Data Policy on the sys_user table.
