Regarding MFA Display Control

Question: Can ServiceNow be configured to allow different authentication methods per user? For example:
A: Only ID/password authentication
B: MFA using email only
C: MFA using either email or Authenticator

I understand that email and SMS can be controlled by creating policies. However, policies cannot be created for FIDO and TOTP. Does this mean they cannot be controlled by default?
