Hello All! I am looking for the Process Documentation that ServiceNow Support follows during a Platform Outage, like the one we recently had, to Notify its client base.

That's internal ServiceNow documentation. You should reach out to ServiceNow Support for this documentation (if they even release it).
I don't know what outage you had (nothing on any of my clients), but on an outage cases are created and those sent through the normal notification process.
Please mark any helpful or correct solutions as such. That helps others find their solutions.
