To create or modify Agile Stories in ServiceNow, users typically need the admin role or other related Agile roles like agile_admin or agile_user. Ensure that users have the necessary roles based on the level of access and functionality they need.

What kind of instance are you running? These roles do not exist in ServiceNow. If you ask AI to provide the answers for you, at least verify that the answer is correct and about the platform it's asked for. These are the worst kind of answers to give.

If you are OOB (and depending on your plugins/config): 

Create: scrum_story_creator/scrum_admin

Write: scrum_release_planner, scrum_story_creator, scrum_admin, scrum_sprint_planner, scrum_story_editor, rm_story_admin,

Be aware: on some fields additional ACL's have been added

And to be sure, you can check the ACLs in your instance
