A requestor cannot use the “Favorites” function in the CSM Portal.

I want to use the Favorites feature in the CSM Portal, but I cannot see the contents of my Favorites from the requester.
I am using the Favorites widget in OOTB, but how can I make it so that the requestor can also use the Favorites function?

it should be available for them as well.
Is that requester a snc_external user?
