Hi
I note that many plugins have no "Activate" button because we do not have a subscription for that application. For example, in our case, Project Management.
However I do see other plugins that have the "for-fee" message that DO have the "Activate" button. Does this mean we can safely activate?
For example, we do not have Performance Analytics but do have Customer Service Management. We are able to activate the plugin "Performance Analytics - Content Pack - Customer Service (New)". Does this mean this plug-in is complementary and part of Customer Service?

In General there is no problem to activate a plugin in your dev instance even if it requires a subscription. In servicenow you can activate and use the plugin (my suggestion is also to check the demo data) and only if this is what you want you will go through the acquisition process. Of course this is possible in the dev environment but NOT in production.
Performance Analytics - Content Pack - Customer Service is part of the Customer Service subscription you have already aquired.
Anyway all the details of what is included and what not can be found in http://hi.service-now.com
As you can see in HI you have the possibility to see all the plugins and filter for requested, installed, not installed. But also free and subscription needed

I note that in Subscription Management, the above plug-in is listed under Customer Service.
Seems safe to go ahead in Dev instance at least?

Project Management has no activate because it specifically wants you to enable the plugin Project Management has the following description:
'The Project Management application aids in planning, organizing and managing projects and resources in order to setup, execute, and complete a project faster and easier. Only upgrade is allowed for this plugin. Activation should be done through Project Portfolio Suite with Financials plugin.'
It wants you to activate the Project Portfolio Suite with Financials plugin.
