Can we monitor rejected Chat in ServiceNow?

Yes you can monitor here - awa_work_item_rejection

Apart from admin who can view this table?

 

OOTB there is no Module available for it

awa_admin or awa_manager can see all the records.

awa_agent can see records that they rejected

You can add it as menu for these roles.
