CSM contact relationship _ how to define responsibility

hi,
I see a feature called contact relationship in the accout relates lists, and can be set responsibility in here.
but one I want to new record in sn_customerservice_responsibility_access_config, I found there was no new button,so could you tell me why and what's the meaning of sn_customerservice_responsibility_access_config?
Step1. responsibility can be set here.
Step2.when I want config here, I found no new button with admin.

right lick on three dots in related list, click on list control. You will find add button option.

yeah, I confirmed the new button is not be omited.
and I have checked the UI action of new button, It cannot passed by the condition of current.canCreate(), BUt i use one admin user to do this,.
also I have checked the acl of sn_customerservice_responsibility_access_config.there is a nobody access rule, I can't understand why the system assign this rule to the table?

looks like role issue.

so you mean you can see new button with admin in your instance?
If so, Could you share infomation of your admin user with what roles?
