if in the documentation of ServiceNow dashboard its stated that "A dashboard defined at the global level is visible to all users with whom it has been shared"

why cant my user in a different domain cant see my dashboard which is in global domain ? even if my user is already invited to the dashboard and has the necessary groups under the accnt.
