Simply said, "customers" are organization who pays you. "Partners" are organization who you works with.
For example, ServiceNow customers are those who paying to use ServiceNow. Partners are those working with ServiceNow often offering additional services to customers.

Customer is the one you sell to.
Partner is the one helping you.
If company A sells something to customer C. C is the Customer of A.
If A needs to provide something that is not their expertise, they might contact another company, company B. A and B are partners.

To be exact, your definition of a customer is wrong.
If you look at any dictionary, a customer is a person or business who buys or purchase from you and not a person or business who you sell to.
a person who purchases goods or services from another; buyer; patron.

A partner can also be a customer. For example, an organization may use ServiceNow internally to manage their IT assets while also developing ServiceNow modules that they sell to other organization.
