Could someone tell me what the difference between Service Portal (SP) and CSM Portal is?
Both can be used for offering the front-end interface to External customers with free of charge user account, right?

ESS (employee self service portal) is the old name for the ServiceNow portal and was commonly referred to as CMS. This is now a legacy portal. SP or Service Portal is the modern Service Portal in ServiceNow. Any new work would/should use the Service Portal interface.

For CSM you can check the below docs link -
There is not much difference but sp is a generalized portal where csm is basically created for Customers keeping the customer view in front. It basically provides information and support to organizations customer.

For the costing,
CSM portal is typically costed per visit.
Check with your ServiceNow Licensing Manager.
Else everyone should still be able to access the Portal.
