I noticed that empty knowledge categories are displayed in the Portal. Is there a way to hide them?

Hi,
Make it as inactive instead of delete.
Just uncheck the active check box in kb_category table record.
Mark as correct and helpful if it solved your query.

But then our authors cannot use the category on their articles, right?
What if we have a category we want to allow them to choose, but there just aren't any articles created under it yet? It doesn't make sense for ServiceNow to display those empty categories on the end user side.

Are you referring to OOB configuration?
Is it on Service Portal or Knowledge portal? And which page?

You can also set it in the properties not to show empty categories.
