Is there anyone experience issues with login to HI ServiceNow? 

When I login, I get an error message, "You are not permitted to login to Now Support (HI) Commercial"

In the past, I have no issues. My recent login was two weeks ago. If you know where I go to get  HI support contact, please let me know.

I just found this topic on Community, and it says that "For access to HI, a user must have the customer role. Customer administrators can grant and revoke the customer and customer_admin role to other users."

If your account is not granted customer role now, you should find the person who have customer_admin role and request to grant it.

I suggest that you consult with your local account executive from your organization as well as with ServiceNow. They will assist you in addressing the issue.
