How can an External user (contact) change their User Experience Analytics tracking preferences?

Hi all,
We're looking to implement User experience analytics, but have encountered a problem with our compliance dpt. Essentially, we must provide a way for users to opt out of the UEA tracking at any point. The instance is on Utah, and I understand that there are UEA updates come Vancouver, but even the vancouver docs don't seem to address the problem detailed below.
This issue is twofold, firstly, the docs detail that a user in the EU are opted out of tracking by default, and they have a message offering to opt them in - I am not encountering this message on new Contact users.
Secondly (and more importantly), for a user to change their preferences later, the docs detail that a user must navigate to All -> Usage tracking consent -> Enable/Disable Trackin... External users cannot access this page, they are met with the standard "Security constraints prevent access.." message. Furthermore, I can see no other option for the functionality to be mirrored in the portal, and after doing a bit of personal investigation, I cannot understand how the page described above even works in order to build a widget to mirror the functionality myself.
This feels like a pretty glaring issue with this application to me - from my understanding, the combination of these two apps simply cannot satisfy EU regulations regarding cookies? I would like to imagine this is more an issue stemming from a misunderstanding on my part, so if I have misled myself, please correct me.
