how to open a KB Submission Task

How do I create a KB  Submission task?

I don't know of a KB Submission having a task, but I've used a KB Submission to create a KB Article.

The way you do that is by navigating to Knowledge -> Articles -> Open Submissions

Note that users would need the knowledge role to be able to view this module
