Incident survey notifications

Hi Team,

I have created one custom survey and notification based on client requirement.

Requirement: when incident state is closed, survey email triggered to the caller.

and it's working fine as expected.

there is another requirement on top of this. 

I need to achieve below criteria,

1. If a user received a survey in the last 7 days for the same group → DO NOT send.
2. If the user's group is enabled for surveys & no survey was received recently → Send.
3. Otherwise, send surveys 100% of the time on incident closure.

how to achieve this.
